五一勞動節的問候

五一勞動節一晃眼就過去了。在全總的同事們為籌備一年一度的模範勞工表揚大會而加班(或者強迫勞動)、全產總舉辦了五一的紀念活動,邀集了國、民兩黨幾位競爭總統候選人的政治人物到場,簽下他們的六大訴求。而中華電信工會則舉辦了一次今年勞動節規模最大的遊行,大概有超過五千人走上街頭,遠遠超過工會原先的預期,也給了資方狠狠的一巴掌。

午飯後,從立法院群賢樓前開始跟著電信工會的遊行,一方面全程跟拍全總理事長,一方面也紀錄整個遊行。

途中接到一通同事P的電話,順便問她:「今天大家都在加班嗎?今天是勞動節,所以算是加班吧?」不料,P冷冷的說:「今天沒有假,不是加班,全部只有你一個人放假!不然你去問副秘書長」。

五一這個美國勞工用血汗和生命換來的國際勞動節,對一個台灣的工會會務小主管而言,居然根本不是一個假日!或者,這一天放不放假,居然還要問「長官」的意見!大部分的資方尚且不大敢明目張膽的剝奪勞工勞動節的假期、不讓勞工在勞動節這天放假,而以上的話居然卻出自工會會務人員之口!好不諷刺!

後來問了另一位同事C,才知道P在週一(也就是4月30日)下班前,突然「下令」,要大家第二天都來上班,之後再找一天補休假。

好一個會務人員!她的「命令」,已經涉及了強迫勞動、強迫換休、以及剝奪假日加班的加班費(既是假日加班,加班費至少要是原來的一倍)等諸項違反勞基法的內容。我在因為週一請假而未被「下令」、未被告知,因而自動放的假(其實也只有上午半天),在她口裡,卻居然幾乎成為一種「特權」!

晚上回到全總,在整理照片之餘,在flickr相簿的UTATA群組討論區裡,看到view-askew對勞動節的問候。這個挪威人說,他的祖父告訴他,勞動節是一年中最重要的日子,他當年跟著他的父親一同要到單趟50公里外參加工會的會議。

According to my grandfather it’s the most important day of the year; and I spend it with him almost every year too. Sometimes we march, sometimes we don’t…he has bad legs now. Every May Day he tells me great stories from when he was in the labor movement. His father used to walk 50 kilometers each way to go to union meetings in the city. They were both working in the national railroad company. And the key words are always…solidarity with those who have less, a modest way of living and support the union and labor movement. I try to keep the tradition alive.

Sous les pavés, la plage!

在挪威,工會組織與工會運動,居然已經是四代人的歷史經驗與家族記憶!工人階級、工人團結,或許根本早已是不證自明的生活的一部份。對在台灣的我們,除了感嘆之餘,也只有面對惡劣的現實,努力發展出我們的勞工運動、一起開展我們的啟蒙的勞工階級。

我在那裡留了一段話,與其說是對各地友人勞動節的祝賀,不如說是對自己的鼓勵與勉勵吧!

勞動節在台灣很難讓人快樂得起來,但是先烈先賢的血汗映照著我們、召喚著我們。

As a union staff and labor activist and organizer, I’m happy to see this greeting.

The labor movements, or more precisely, all kinds of social movements are weak in Taiwan comparing to many other countries, for decades of right-wing government and brainwash. The tradition event of Labor Day in Taiwan is many ceremonies for “model workers", as a gesture to praise the modest workers. It has nothing to do with the labor movement. Different unions and labor organizations do have rallies sometimes, though.

We don’t have a real collective rally this year, but there were some protests against the lift of minimum wage announced by the government, for it is still too small and unjust. Also, there was a successful rally from the Chunghwa Telecom Workers’ Union (CTWU) this afternoon. The management of Chunghwa Telecom Co. (CHT), a former state corporation, threaten and forced more than 1,500 workers to retire early for downsizing to please foreign investors. CTWU was forced to stage the rally and demand to oust Hochen Dan, the CEO of CHT. CTWU successfully mobilized more than 5,000 members to join the rally and show its strength.

CTWU is not successful for its demands yet, but we believe it would hold on and fight.

Under the threat of neo-liberalism, the work is becoming more and more flexible, the livelihood of the workers worse and worse, and the power of the unions smaller and smaller, it is not really a happy moment to cheer about.

But hang on comrades, brothers and sisters, keep on struggling and fighting, so we survive.
